កម្មវិធីប្រកួតប្រជែង MiniMovie 2012 ជាការប្រកួតប្រជែងលើការផលិតខ្សែវីដេអូឃ្លិប បង្ហាញពីសុវត្ថិភាពលើដងផ្លូវ។ ឃ្លិបនេះ អាចមានលក្ខណៈកំប្លែង សប្បាយ ពិបាកចិត្ត សោកនាដកម្ម រឿងពិត ឯកសារភាពយន្ត ឬក៏រឿងល្ខោន។ វីដេអូឃ្លិប ត្រូវតែជារបស់លោកអ្នកផ្ទាល់ និពន្ធ និងផលិតដោយលោកអ្នក ឬមិត្តភក្តិរបស់លោកអ្នក។
កាលបរិច្ឆេទឈប់ទទួល វីដេអូឃ្លិប នៅថ្ងៃទី ៣១ ខែឧសភា ឆ្នាំ ២០១២។ ដូច្នេះ សូមប្រញាប់ឡើង កុំឲ្យឱកាសដ៏ល្អនេះកន្លងផុតទៅឲ្យសោះ!
សូម អ៊ីមែល ដោយភ្ជាប់មកជាមួយ វីដេអូឃ្លិបនេះ ឬ Link មកកាន់យើងខ្ញុំ ដើម្បីអាចឲ្យក្រុមការងារអាចទាញយកបាន ហើយនឹងយកផ្សាយនៅលើទូរទស្សន៍អ៊ីនធឺណិតរបស់ Sabay (Sabay TV) ចំពោះ ឃ្លិបណាដែលផលិតឡើងល្អបំផុត។ សាធារណជននឹងធ្វើការជ្រើសរើសដោយផ្ទាល់ តាមរយៈចំនួនអ្នក “Like” ពីអ្នកគាំទ្រ។ ឃ្លិបមួយណាទទួលបាន Like ច្រើនជាងគេ នឹងត្រូវចាត់ទុកថា ជាអ្នកឈ្នះក្នុងការប្រកួតនេះ។

អ្នកចូលរួមម្នាក់ៗ គួរផលិតជាវីដេអូ យ៉ាងហោចណាស់ទាក់ទងទៅនឹងប្រធានបទបី ក្នុងចំណោមប្រធានបទខាងក្រោម៖
ការគោរពជីវិតមនុស្ស
ការគោរពច្បាប់
ការគោរពអ្នកថ្មើរជើង
ការគោរពអ្នកជិះកង់ ឬរុញរទេះ
ការគោរពអ្នកបើកបរដូចគ្នា
ការគោរពសុវត្ថិភាពកូនៗរបស់លោក អ្នកដោយឲ្យពួកគេពាក់មួកសុវត្ថិភាព
នីតិវិធី៖
ឃ្លិបទាំងមូលមិនអាចមានរយៈពេលច្រើនជាង ២នាទី និង ១០វិនាទីឡើយ។ ១២០ វិនាទីគឺសម្រាប់សាច់រឿង និង ១០វិនាទីទៀតគឺសម្រាប់ការបង្ហាញក្រេឌីដ/ចំណងជើង មុន និងក្រោយការចាក់បញ្ចាំងសាច់រឿង។ ចំពោះរឿងណាដែលមានរយៈពេលលើសពី ១៣០ វិនាទី នឹងត្រូវចាត់ទុកថា គ្មានសុពលភាព។
ឃ្លិបដែលមានរយៈពេលតិចជាង ១៣០ វិនាទីត្រូវបានអនុញ្ញាត។
គ្រប់គុណភាពនៃឧបករណ៍ថតទាំងអស់នឹងត្រូវទទួលយក និងចាត់ទុកថាមានតម្លៃស្មើគ្នា (មិនថា កាមេរ៉ា ទូរស័ព្ទ Tablet ម៉ាស៊ីនថតប្រភេទ Camcorder ។ល។)។
រឿងខ្លី និងឯកសារនានានឹងត្រូវទទួលយក មិនថាពិត ឬប្រឌិតនោះទេ។
ឃ្លិបអាចជាសកម្មភាពផ្ទាល់ រូបភាពគ្មានចលនា Slide ឬ Animation។ លោកអ្នកអាចថត ឬផលិតឃ្លិប ដោយប្រើ style បានគ្រប់បែបយ៉ាង។ ប្រើប្រាស់ការច្នៃប្រឌិត និងការស្រមើស្រមៃរបស់លោកអ្នក។
ឃ្លិបទាំងនោះត្រូវតែជាឃ្លិបដើមរបស់បេក្ខជន និងផលិតដោយបេក្ខជនផ្ទាល់ និងរក្សាសិទ្ធិ ១០០% លើសម្ភារៈរូបភាពមានសំឡេងនោះ។ ក្រុមហ៊ុន Sabay និងដៃគូសហការនឹងមិនទទួលខុសត្រូវឡើយ ប្រសិនបើមានការរំលោភលើអាជ្ញាប័ណ្ណ ឬការរក្សាសិទ្ធិណាមួយចំពោះរឿងដែលដាក់មកប្រកួត។
លោកអ្នករក្សាសិទ្ធិឃ្លិបរបស់លោកអ្នក ប៉ុន្តែត្រូវផ្ដល់សិទ្ធិប្រើប្រាស់ពេញលេញ និងគ្មានកំណត់ និងមិនគិតថ្លៃ ដល់ក្រុមហ៊ុន Sabay ឬដៃគូសហការ គ្រប់ទម្រង់ទាំងអស់ជារៀងរហូត។ សិទ្ធិប្រើប្រាស់ទាំងនេះ នឹងត្រូវក្លាយជាសិទ្ធិផ្ដាច់មុខ ល្គឹកណា មានការអនុញ្ញាតជាលាយលក្ខណ៍អក្សរពីក្រុមហ៊ុន Sabay ឬដៃគូសហការ។
ឃ្លិបដែលបង្កើតឡើងម្នាក់ឯង ឬលក្ខណៈជាក្រុមនឹងត្រូវទទួលយកដូចគ្នា។
ចំពោះឃ្លិបណាដែលផលិត ឬចូលរួមផលិតដោយក្រុមហ៊ុន ឬបុគ្គលណាដែលធ្វើការក្រៅម៉ោង ឬពេញម៉ោង ក្នុងក្រុមហ៊ុនរដ្ឋ ឬឯកជនដែលមានជំនាញខាងនោះ តាមគ្រប់រូបភាពនឹងត្រូវចាត់ទុកថាគ្មានសុពលភាព។
ចំពោះតម្លៃផលិត និងការចំណាយផ្សេងៗមិនត្រូវឲ្យលើសពី ៥០ ដុល្លារអាមេរិកនោះទេ។ ក្រុមហ៊ុន Sabay និងដៃគូសហការរក្សាសិទ្ធិក្នុងការដកចេញឃ្លិបណាដែលវាយតម្លៃដោយសន្មតគ្មានអំណះអំណាងត្រឹមត្រូវ។
បេក្ខជនម្នាក់អាចដាក់រឿងចូលរួមប្រកួតត្រឹម ៣ រឿងប៉ុណ្ណោះ។

The subject this year ‘s competition will be:
RESPECT ON THE ROADS.
Here is how to enter and all the rules:
Make a film about road safety. It can be funny, sad, tragic, a true story, adocumentary or a drama: anything you want it to be! But it has to be YOURS. Written and produced by you or you and your friends.
You have till 31st May to get your film to us. SO HURRY!
Email it to us or send us a link so we can download it and we will post the best ones on Sabay TV, where the general pubic will get to choose the winner, as the one with the most ‘likes’ wins.!
PUBLIC VOTES WILL BE COUNTED FOR 1 MONTH ONLY
Then we announce the winner on 30st June
First prize is $3000!!!!

Guidelines:
Each entry should cover at least 3 of the following topics
respect for human life
respect for the rules
respect for pedestrians,
respect for people on bicycles and with carts
respect for other drivers
respect for the safety of your kids by having them wear a helmet
Rules:
Total film may be no longer than 2 minutes & 10 seconds. Comprising of a maximum of 120 seconds of movie and 10 seconds of credits / titles before or after the feature. All entries longer than 130 secs will be disqualified.
There is no restriction to the minimum running time of submissions
Recording devices of all quality will be accepted and judged on equal merit (camera, phone, tablet, camcorder etc).
Drama, vignette, documentary or any other format accepted. Reality or fiction.
Can be live action, stills, slide or animation. There is no restriction on how you film or in what style. Use your imagination.
All content must be produced solely by entrants whereby entrants own 100% copyright of audiovisual material. Sabay and other company names the brand Sabay trades under or it’s partners will not be held responsible for any breach of license or copyright by any submission thereof.
You retain copyright of your submission but grant full and unlimited usage free of charge to Sabay and other company names the brand Sabay trades under or it’s partners for in perpetuity in all formats. These usage rights will be made exclusive unless permission in writing is granted from Sabay or other company names the brand Sabay trades under or it’s partners
Individual and / or group submissions accepted.
Companies and / or persons that are employed in a full or part time professional basis to produce or help produce audiovisual material for private or public usage for any shape or form will be deemed ineligible.
No more than $50 should be spent by entrants on production costs. Sabay and other company names the brand Sabay trades under or it’s partners reserve the right to disqualify a submission upon the basis of supposition of this rule not adhered to, without limitation.
Limit 3 films per entrant
